Jean Dominique's broadcast "On craignait Pinochet, se fut Ubu" ("We feared Pinochet, but we got Ubu Roi") following the May 16, 1978 elections in the Dominican Republic -- the country's first democratic elections since the death of the dictator, Rafael Leonidas Trujillo. The army attempted a coup d'état and disrupted the vote count, but relented amid popular resistance and pressure from abroad, particularly from Jimmy Carter in the US and Carlos Andrés Pérez in Venezuela. Dominique also discusses election observation by a representative of Socialist International, Miguel Ángel Martínez of Spain. The army had blocked outgoing international telephone calls, but not incoming falls, and so Martínez was able to contact the Socialist International offices in Dakar, Senegal and relay news of the attempted coup d'état to the African and European public. Includes audio of Dominique's May 18 interview with Martínez. Antonio Gúzman won the election, unseating Trujillo's successor, Joaquín Balaguer. Gúzman's party, the PRD, also won the legislative elections. According to Dominique, the PRD's victory represents a triumph for the party's leader, José Francisco Peña Gómez, a dark-skinned Dominican of Haitian descent -- he is the "true victor." Peña-Gómez recognized the discontent of marginalized sectors in the Dominican Republic to wrest power from the Trujillists and fascists. Dominique traces the history of the Dominican army's interference in politics, and as well as the history of Balaguer's twelve-year rule. He outlines the ways in which Balaguer's policies, which included agro-industrial development and attempts at agrarian reform, paradoxically allowed for the emergence of the Dominican left.

L’armée dominicaine fit une tentative de coup d’état pour saboter le résultat des élections, mais fit marche arrière face à la résistance populaire et les pressions étrangères, particulièrement celle de Jimmy Carter des États-Unis et de Carlos Andrés Pérez du Vénézuela. Dominique parle aussi d’un représentant des Socialistes Internationaux, Miguel Angel Martinez, présent pour observer ces élections. L’armée avait bloqué toutes les communications internationales en direction de la République Dominicaine, mais pas en sens inverse. C’est ainsi que Martinez réussit à contacter les Socialistes Internationaux à Dakar, au Sénégal, pour alerter les publics africain et européen sur la situation dominicaine. L’émission comporte une interview accordée par Martinez à Jean Dominique, le 18 mai. Antonio Gúzman a gagné ces élections, évincant du pouvoir le successeur de Trujillo, Joaquín Balaguer. Il explique comment les politiques de Balaguer, par exemple le développement agro-industriel et une tentative politique de réforme agraire, avaient crée une atmosphère ayant paradoxalement permi l’émergence d’une gauche dominicaine.
