Entretien avec le préfet de l’arrondissement des Gonaïves dans l’Artibonite au sujet du conflit entre les habitants des Gonaïves et du village de L’Estère. Depuis les trois derniers mois, le riz américain arrivé de Miami empêche les habitants de l’Estère de vendre leur riz local. Frustrés et sans travail, les habitants de L’Estère bloquent les camions de riz américain venant des Gonaïves et jettent le riz, le qualifiant de contrebande. Les habitants des Gonaïves se sont vengés en bloquant des camions transportant du riz cultivé dans L’Estère vers le nord du pays. La situation empire lorsque des groupes de manifestants des Gonaïves se rendent à L’Estère, pillent et brûlent des maisons et des commerces et tuent un homme. Par la suite, des paysans de l’Artibonite vivant aux Gonaïves font l’objet de représailles violentes, leurs maisons sont saccagées et plusieurs femmes sont violées. Le journaliste demande si le préfet était au courant que des habitants des Gonaïves allaient commettre de telles violences. Le préfet répond qu’il est bien seul et ne peut pas contrôler la foule car « maintenant, nous sommes en démocratie ». Entretien avec le commissaire du gouvernement des Gonaïves. Le journaliste lui demande pourquoi le mandat d’arrêt à l’encontre des agresseurs des Gonaïves a été levé. Le 2 décembre, un mandat d’arrêt a été ordonné à l’encontre de plusieurs hommes (dont Jean Tatoune) pour pillage, vol à main armée, viol, incendie et assassinat, mais a été retiré à la suite de menaces anonymes contre le préfet. Ce dernier déclare qu’il a demandé sans succès des renforts, et affirme attendre de recevoir de nouvelles instructions.
Interview with the prefect of the Gonaïves Arrondissement in the Artibonite, about the ongoing conflict between people from the city of Gonaïves and the smaller town of L’Estère. For the past three months, US rice arriving at the port in Gonaïves has been underselling rice grown in the Artibonite. People from L’Estère, frustrated, unable to sell their rice and facing unemployment, have been blocking trucks from Gonaïves carrying US rice and jettisoning it. Rice growers in L’Estère claim that the US rice is contraband. In response, people from Gonaïves have blocked trucks carrying rice grown in L’Estère to the north of Haiti. The situation grows increasingly violent when militant groups from Gonaïves go to L’Estère, ransacking and burning homes and businesses; one man is killed. There are violent reprisals against peasants from the Artibonite living in Gonaïves; their homes are ransacked and several women are raped. The journalist asks whether the prefect had warning that people from Gonaïves were going to commit these acts of violence. The prefect continues to claim that he is but one man and cannot control the masses, because “now we have democracy.” Interview with the Gonaïves public prosecutor about why the arrest order against the Gonaïves aggressors has been retracted. On December 2, there was an order for the arrest of several men (including Jean Tatoune), for looting, armed robbery, rape, arson, and murder, which was then withdrawn when the prosecutor received anonymous threats against his personal safety. He requested but did not receive reinforcements. He claims to be awaiting new orders.
