Judge Fred Séraphin describes his own life and professional trajectory and his assessment of the Haitian judicial system. Séraphin was born in Haiti and came to the United States as a refugee when he was eleven years old. His father, Franck Séraphin, was a journalist and member of parliament who was disappeared in 1960, when Fred Séraphin was a baby. Fred Séraphin's brother Ady was a political prisoner at Fort Dimanche during the Duvalier dictatorship. Today, Séraphin is a judge in Miami. He has traveled to Haiti to participate in efforts at judicial reform. He describes the problems with the Haitian justice system, including a lack of judicial independence, a lack of basic necessities, and corruption. He emphasizes the need for justice for Jean Dominique, which he feels acutely because his father, another slain journalist, never found justice. Interview Michèle Montas.
Le juge Fred Séraphin décrit sa vie et son parcours professionnel, et il fait un bilan du système judiciaire haïtien. Séraphin est né en Haïti et a émigré aux États-Unis comme réfugié à onze ans. Son père, Franck Séraphin, était un journaliste et un député, qui a disparu en 1960 sous le régime Duvalier, alors que Fred Séraphin était un bébé. Son frère Ady a été emprisonné au Fort Dimanche, prisonnier politique du régime Duvalier. Aujourd’hui, Fred Séraphin est juge à Miami. Il est venu en Haïti participer au processus de réforme judiciaire. Il décrit les problèmes du système judiciaire haïtien : pas d’indépendance judiciaire, les juges n’ont pas les moyens nécessaires pour faire leur travail, et il existe une importante corruption. Il souligne l’importance de rendre justice à Jean Dominique – ce dossier le touche particulièrement parce que son père, qui était journaliste, a été une victime qui n’a jamais obtenu justice.
