  • David Lee, OAS special representative to Haiti, discusses OAS resolution 822, which was issued amid the worsening political crisis. It followed resolution 806, which was issued after the December 17, 2001 attack on the National Palace and the violence that followed. He discusses what kind of "collaboration" the OAS and the larger international community intends to provide the government of Haiti to address the political crisis. He discusses in particular disarmament, the police, violence against journalists and threats to freedom of the press, justice and judicial reform, and elections.
