Jean Geravel, mayor of the commune of Roseaux in the Grand'Anse, discusses development projects in Roseaux (including Gomier and Fond Cochon) such as roads (in particular), schools, electricity, and potable water access. Dominique points out that Geravel's discourse resembles political campaigning. Geravel declares that KOREGA is the dominant party in the Grand'Anse, and describes the Roseaux commune's lack of tax revenue. Geravel describes the need for roads connecting the Grand'Anse to the rest of Haiti, and criticizes the government's decentralization plan as being too top-down. He declares that as long as the political crisis continues, there will not be elections in the Grand'Anse, and foresees the possibility of an electoral coup d'état.
Jean Geravel, maire de la commune de Roseaux dans la Grande Anse, parle des projets de développement à Roseaux (comprenant les villes de Gomier et Fond Cochon) : routes, écoles, électricité, eau potable, par exemple. Dominique constate que le discours de Geravel ressemble à une campagne politique. Geravel réplique que c’est la KOREGA qui domine la politique de la Grande Anse et que la commune de Roseaux ne reçoit pas certains revenus de taxes. Il explique pourquoi la Grande Anse a besoin de routes pour avoir accès aux autres régions du pays. Il critique la politique de décentralisation du gouvernement parce qu’elle leur est imposée d’en haut. Il déclare que si la crise politique perdure, il n’y aura pas d’élections dans la Grande Anse et s’inquiète d’un possible coup d’état électoral.
