Jean Dominique's editorial about corruption, following the release of two documents: a bulletin from the Ministry of Agriculture and a document by the Association des Banquiers Professionnels. While these two documents appear unrelated, there are several key similarities. The Ministry bulletin announces administrative reforms to eliminate sinecurists with inflated salaries. But this has long been a "reform" strategy in Haiti: making superficial changes, changing names and acronyms instead of making real structural changes. On their end, the bankers denounce administrative corruption and inefficiency, as have business owners and industrialists. Now, Dominique observes, the propertied classes are making the same claims that the six million Haitian poor -- laborers, farmers, the unemployed -- have been making for decades. Corruption has a long history in Haiti, back to colonial times and independence, but it accelerated during the Duvalier years, when noirist factions attempted to shamelessly justify corruption using the color question, on one hand, while sharing the profits with the business elite on the other. Several members of Jean-Claude Duvalier's government, such as André Rousseau, Marc Bazin, Guy Bauduy, Joseph Bernard and Serge Fourcand, attempted in vain to implement reforms. This "administrative macoutism" remains after the official end of Duvalierism.
Éditorial de Jean Dominique sur la corruption après la publication de deux documents : une circulaire du ministère de l'Agriculture et un texte de l'Association des Banquiers Professionnels. Bien qu'ils n'aient rien en commun à première vue, ils possèdent en fait plusieurs similarités troublantes. La circulaire du ministère annonce des réformes administratives afin d'éliminer les sinécures qui touchent de gros salaires, mais cela fait longtemps que cette pirouette rhétorique est utilisée – en fait, il s'agit simplement de faire quelques remaniements superficiels et de modifier les noms et les acronymes plutôt que de s'atteler aux vrais changements structurels. De leur côté, les banquiers dénoncent la corruption et l'inefficacité de l'administration, tout comme les comerçants et les industrialistes. Dominique constate que les classes aisées revendiquent maintenant les mêmes choses que ce que les six millions de prolétaires haïtiens – les ouvriers, les paysans, les chômeurs – demandent depuis des décennies. Il y a une longue histoire de corruption en Haïti depuis la période coloniale et l'indépendance mais les années Duvalier ont marqué une nette accélération, lorsque que les factions noiristes essayèrent honteusement de justifier la corruption par la « question de la couleur » d'un côté tout en partageant leur profits avec la bourgeoisie de l'autre. Plusieurs membres du gouvernement de Jean-Claude Duvalier comme André Rousseau, Marc Bazin, Guy Bauduy, Joseph Bernard et Serge Fourcand essayèrent de réformer ce système, en vain. Ce « macoutisme administratif » existe toujours même après la fin officielle du duvaliérisme.
