Professor Emmanuel Buteau, former Minister of Education, speaks with J.J. Dominique about education in Haiti in general. He describes how the Haitian educational system is based on the French model, and it has undergone relatively few reforms since then. The Bernard reform was an important step, but some parents resisted Haitian Creole primary education, instead enrolling their children in schools that supposedly taught French (though many of those did so poorly). Buteau also discusses secondary education reforms that created different tracks of study (academic and vocational tracks), which made people undervalue manual labor and think that anyone who is not an intellectual is an imbecile. Dominique is particularly horrified by the "bacc allégé" (the lightened, streamlined national examination). Many people of means do not have faith in the Haitian educational system, instead sending their children abroad or to foreign-curriculum schools in Haiti, while still other poor families are unable to send their children to school at all. Reforming the educational system in Haiti will require political commitment and people who truly believe in education.
Le professeur Emmanuel Buteau, ancien ministre de l’Éducation, parle de l’éducation en général au micro de J.J. Dominique. Il décrit comment le système éducatif haïtien, basé sur le modèle français, n’a pas évolué depuis ses débuts. La réforme Bernard a été un pas important, mais quelques parents résistaient à l’enseignement primaire en créole. Ils préféraient inscrire leurs enfants dans des soi-disant écoles francophones (même si les professeurs eux-mêmes s’exprimaient à peine en français). Buteau parle aussi de la réforme de l’éducation secondaire qui a crée des filières différentes (académique et technique), ce qui a dévalorisé le travail technique; les gens pensaient que si on n’est pas un intellectuel on est un imbécile. Dominique est inconfortable avec l’idée d’un bac allégé. Les familles aisées qui n’ont pas confiance dans le système éducatif haïtien préfèrent envoyer leurs enfants à l’étranger, ou les inscrivent dans des écoles haïtiennes qui suivent un programme étranger. En même temps, il existe des familles pauvres incapables d’envoyer leurs enfants à l’école. Un vrai changement dans le système éducatif demande un réel engagement politique, avec des gens qui croient en l’éducation.
