General orders no. 22 for the issue of cloth for officers' overcoats

By order of the Commander-in-Chief, issued by Francis H. Cameron, Adjutant General, in the State of North Carolina, Adjutant General's Office, orders to limit the issue of cloth for officers' overcoats for "not more than three overcoats for officers of the same company...during five years...unless the State shall be reimbursed." If an officer leaves before five years have passed, he may keep the coat by paying the "Quartermaster General the money value of the State's interest in the overcoat..."
