By November 1980, it was clear that Jean-Claude Duvalier’s regime would soon target the opposition, silence the press, and curtail certain fragile liberties. These limited, tentative freedoms had been gained through the efforts of Haitian independent journalists and human rights activists between 1977 and 1980, as the Duvalier regime reluctantly capitulated to political pressure from human rights-oriented aid donors, particularly the Carter administration. In November 1980, however, Carter had lost his bid for reelection and a Reagan presidency was on the horizon. For the Duvalier regime, a Reagan presidency meant an opportunity to roll back progress on human rights. In the preceding months, the independent media (such as Radio Haiti, the weekly magazine Le Petit Samedi Soir, and various small publications) had been covering a variety of issues unfavorable to the Duvalier regime: mounting opposition to the dictatorship, emerging political parties and labor unions, “boat people” fleeing economic and political oppression, previously-unreported peasant uprisings, corruption, toxic waste dumping, and human rights violations. In October 1980, Le Nouveau Monde, the official government paper, published an editorial announcing that the “party was over” (“le bal est fini”). Journalists were harassed, arrested, intimidated, sometimes facing spurious charges in court. On October 20, Jean Dominique responded to these events with his prophetic editorial “Bon appétit Messieurs”, foreseeing what would happen when the independent press in Haiti was silenced. On November 28, about a month after this editorial aired, the regime undertook a brutal crackdown on the press, political parties, labor union organizers and human rights activists. More than a dozen journalists were arrested at Radio Haiti, some tortured and later expelled from the country. The station was closed and its studios were physically destroyed. The rest of the Haitian media was effectively silenced until Jean-Claude Duvalier was forced to leave the country in 1986.
Au mois de novembre 1980, il était évident que le régime de Jean-Claude Duvalier n’allait pas tarder à s’en prendre à l’opposition, à censurer la presse, et à limiter certaines libertés fragiles. Ces libertés, même si elles étaient limitées, existaient grâce à la lutte des journalistes indépendants et des militants pour les droits humains en Haïti de 1977 à 1980. À cette époque, en matière de droits humains, le régime Duvalier avait dû faire des concessions, face aux pressions politiques exercées par les donateurs, et en particulier par l’administration du président américain Jimmy Carter. En novembre 1980, sa non-réélection à la Maison-Blanche et la perspective de la présidence de Ronald Reagan signifiait pour le régime Duvalier l’occasion de faire marche arrière sur les droits humains. Lors des mois précédents, les médias indépendants (comme Radio Haïti, le magazine hebdomadaire Le Petit Samedi Soir, et d’autres petites publications) avaient couvert de nombreux problèmes qui ne faisaient pas honneur au régime des Duvalier : l’opposition croissante à la dictature, l’émergence de partis politiques et de syndicats, le départ des « boat-people » pour échapper à l’oppression politique et économique, le soulèvement des paysans jusqu’à présent passé sous silence, la corruption, les déchets toxiques, et la violation répétée des droits de l’homme. En octobre 1980, le journal officiel du gouvernement, Le Nouveau Monde, a publié un éditorial annonçant que « le bal est fini ». Le régime a commencé à persécuter les journalistes, à les menacer, les arrêter, parfois même sur la base de fausses accusations. Le 20 octobre 1980, en réponse à ces événements, Jean Dominique a diffusé un éditorial prophétique intitulé « Bon appétit, messieurs », dans lequel il prédit ce qui se passera au moment où la presse sera réduite au silence. Le 28 novembre, environ un mois après la diffusion de cet éditorial, le régime a lancé une grande campagne de répression à l’encontre de la presse, des partis politiques, des dirigeants des syndicats, et des militants pour les droits humains. Plus d’une douzaine de journalistes de Radio Haïti sont arrêtés, certains sont torturés puis envoyés en exil. La station de radio ferme, les studios sont totalement détruits. Le reste des médias haïtiens est réduit au silence jusqu’à la chute de Jean-Claude Duvalier en 1986.
