(00:00:00) Jean Dominique répond aux mensonges et menaces de mort de « Radio Zenglendo » (nom qu’il donne à Radio Liberté du duvaliériste Serge Beaulieu). Beaulieu, un idéologue macoute et ancien espion du régime Duvalier, utilise la rhétorique noiriste pour diviser la société. En 1990, Beaulieu avait appelé au meurtre de Jean Dominique, utilisant la mort du colonel Paul Rosny Casimir comme justification. Les duvaliéristes avait utilisé la mort de Casimir comme outil politique, alors que les militants démocrates étaient devenu plus engagés après l’assassinat de Serge Villard, Jean-Marie Montès et Lafontant Joseph, 1990-06-29 (00:14:57) Éditorial de Jean Dominique sur la crise entre le Conseil d’État et l’exécutif durant la présidence d’Ertha Pascal-Trouillot. Les États-Unis continuent à fournir de l’aide à Haïti et déclarent supporter la présidente Ertha Pascal Trouilot, alors que le chef de l’USAID déclare que l’adminstration publique haïtienne est pourrie. (00:00:00) Jean Dominique addresses false accusations and death threats against him by "Radio Zenglendo" - his name for Radio Liberté, the station founded by longtime Duvalierist Serge Beaulieu. Beaulieu, a Macoutist ideologue and former spy of the Duvalier regime, used noiriste rhetoric to further divide Haitian society. In 1990, Beaulieu called for the murder of Jean Dominique, using the death of Colonel Paul Rosny Casimir as justification. Duvalierists used the death of Casimir as a political symbol, while pro-democracy activists rallied after the assassinations of Serge Villard, Jean-Marie Montès, and Lafontant Joseph, 1990-06-29 (00:14:57) Jean Dominique's editorial on the crisis between the Conseil d'État and the executive branch under Ertha Pascal Trouillot. Rumors of a possible coup d'état spread, and Dominique acknowledges that throughout much of the twentieth century, it has been the army that makes, or unmakes, a government. Today, the Macoute camp, their allies in the military, and their politically and economically powerful allies have stubbornly refused to "civilize" Haiti's governance, particularly to reform management of public funds. According to Dominique, the crisis between the Conseil d'État and the executive is nothing more than the failure of this project to "civilize" the state and create an alternative form of governance, in which power will be in the hands of civil society. Civil society denounces state corruption and the climate of insecurity, but the government says nothing. The United States continues to give Haiti conditional economic aid and claims to support Pascal Trouillot, while the head of USAID says that Haiti's public administration is rotten. The economic accord with the US will, according to Dominique, economically hamstring Haiti, impoverish its agriculture sector, devalue the Haitian gourde, and open Haiti's borders up to contraband goods. Supporters of the provisional government claim that a seemingly powerless provisional government cannot possibly solve Haiti's economic and political problems, yet this provisional government has signed an accord that will bind future governments.
