The Bahamian police at last descended upon and beat the Haitian migrants who had been stranded on Cayo Lobos for two months; neither the US, Haitian, nor the Bahamian government is willing to taken responsibility for them. The Inter-American Development Bank is providing a loan to the Haitian government for rural development work, particularly road improvement in the Sud department (around L'Asile) to help the region recover from Hurricane Allen. Kenel Marseille reports from Gonaïves, where the police have arrested fifteen people who were attempting to flee to Miami. Another correspondent reports from Jérémie: people in Moron are protesting the November 21, 1980 death of St. Ange Alexis, a.k.a. Blanco, who was killed and mutiliated at the VSN headquarters. Jean Clauzel Bonhomme reports from Les Cayes on a car accident in Aquin, blackouts in Les Cayes, nurses who have not been paid in Les Cayes, construction workers who have taken to the streets protest the fact that they have not been paid in Les Cayes, and an ONA-UNICEF delegation's visit to Chantal. EDH is trying to install electricity in Belle-Anse, but in Thiotte there has been no electricity in four months, and members of the secret society bann chanpwèl are taking advantage of the darkness. Three hundred factory workers have gone on strike because they have not been paid; factory manager Max André says these workers' actions are illegal. Around thirty Department of Agriculture workers are also threatening to strike because they have not been paid for four months. People from Saint-Louis-du-Sud have no doctor in town, and no hospital beyond a dispensary that was destroyed in Hurricane Allen. Salesian Father Jacques Mésidor has traveled to Chile for a conference; he believes that Chile is one of the few countries where priests can safely meet. Other domestic announcements concerning EDH and Administration générale des contributions. In international news, Chile, Argentina, and Uruguay have refused to receive a Dutch human rights delegation. Also in Chile, university students are going on strike against Pinochet's regime's involvement in the university system. France is aiding famine victims in Central African Republic. A man lost his passport and a woman lost her purse; they will offer rewards to whomever finds them.

Les gouvernements des États-Unis, d’Haïti et des Bahamas refusent d’en être responsables. La BID prêtera à l’État haïtien de l’argent pour des projets de développement rural, en particulier pour la construction et l’amélioration des routes du Département du Sud (la région de l’Azile), pour aider à rebâtir cette région après les dommages occasionnés par le Cyclone Allen. Kenel Marseille présente un reportage depuis les Gonaïves, où la police a procédé à l’arrestation de quinze personnes qui tentaient de rejoindre illégalement Miami. L’EDH essaie d’installer le courant à Belle-Anse, mais à Thiotte le courant est coupé depuis quatre mois, et les bandes des sociétés secrètes « chanpwèl » profitent de cette obscurité. Trois-cent ouvriers d’usine sont en grève pour réclamer leur salaire. Max André, le directeur de l’usine, déclare que cette grève est illégale. Une trentaine d’ouvriers du Département de l’Agriculture menacent d’entrer en grève : ils n’ont pas été payés depuis quatre mois. Il n’y a aucun médecin à Saint-Louis du Sud, ni un hôpital, et le dispensaire existant a été détruit par le Cyclone Allen.
