  • Mayor of Pétionville Sully Guerrier, mayor of Delmas Jean Maxon Guerrier, and director general of the municipal government of Carrefour Ricov Michel Mathieu discuss the roles and challenges of the municipal governments of the communes of the larger Port-au-Prince metropolitan area. They discuss in particular the tensions between local power and central (federal) power, the problems of tax collection, and other subjects. While many people believe that the municipal government's only job is waste disposal, it has many other responsibilities. Interview J.J. Dominique.
