Eighteen days after the fall of Jean-Claude Duvalier, General Henri Namphy announces several tangible actions undertaken by the CNG: the liberation of political prisoners, the ensuring of a completely free press, the dissolution and disarmament of the VSN, the disregarding of the amended 1983 Constitution, the dissolution of parliament, the seizure of Duvalier's assets, and the restoration of the blue-and-red Haitian flag. He then outlines several points in the CNG's political program to create a liberal, democratic, and fair Haiti. In French. Namphy then gives a different speech in Haitian Creole, in which he thanks the masses for their solidarity and resistance, outlines the CNG's political program, and promises that the army will serve and protect the Haitian people and provide justice.
Dix-huit jours après la chute de Jean-Claude Duvalier, le général Henri Namphy annonce plusieurs actes tangibles posés par le CNG : la libération des prisonniers politiques, les garanties d’une totale liberté de la presse, la dissolution et le désarmement des VSN, la mise à l’écart de la constitution amendée de 1983, la dissolution de la chambre législative, la saisie de biens des Duvalier et la restauration du drapeau bleu et rouge. Après, il résume plusieurs points du programme politique du CNG pour créer une Haïti libérale, démocratique et juste. En français. Après, Namphy prononce un discours différent en créole, où il remercie le peuple haïtien pour sa solidarité et sa résistance, il résume le programme politique du CNG et promet que l’armée d’Haïti va protéger et servir le peuple, et lui rendre justice.
