Il explique ce que signifie un « État faible » (faible ne veut pas dire un État non répressif), et trace les histoires des deux pays, depuis la colonie, en passant par la période Jean-Pierre Boyer, jusqu’au régime de Rafael Trujillo qui avait inventé une « invasion haïtienne » pour justifier le massacre de 1937. Corten met l’accent sur la question agricole et le capital paysan qui a permis à la République Dominicaine de développer une apparente prospérité. Dominique demande si le nationalisme et l’antihaitianisme continueront à déchirer ces deux pays, est-ce qu’ils sont condamnés à se détester ?

  • André Corten discusses with Jean Dominique his book L'ÉTAT FAIBLE, a comparative study of Haiti and the Dominican Republic. He explains what is meant by a "weak state" (clarifying that the term does not mean that the state is not repressive), and traces the diverging histories of Haiti and the Dominican Republic from the colonial era, through the period of Jean-Pierre Boyer, through Rafael Trujillo's rule and the powerful fiction of "Haitian invasion" that set the stage for the 1937 massacre. Corten pays particular attention to the question of agriculture and peasant income that allowed the Dominican Republic to develop a "seeming prosperity." Are the two countries doomed to be torn apart by nationalism and antihaitianismo? asks Jean Dominique.
