Professor Pierre-Marie Paquiot discusses his candidacy for rector of the State University of Haiti, and his vision for the university on the whole. He points to management problems at the university, both in terms of finances and personnel, and explains how Haiti has yet to overcome the legacy of Duvalierism and Macoutist mediocrity that has infected Haiti's higher education system. Among other subjects, Paquiot also discusses the question of the state university's autonomy, the proliferation of both high quality private universities and low-quality "bolèt" universities, the problem of "brain drain" and the role of the university in Haiti's development, and the need to decentralize the state university system.
