Junior Constant Pierre of the National Commission for Justice and Peace explains what an "ordonnance de renvoi" is, and discusses the use of Haitian Creole in addition to French in formal justice proceedings. The court clerk introduces the jurors, and the rules of the trial are presented. The names of many plaintiffs are read, including Rosiane Profil and Déborah Charles. The names of the many many accused are read, first the former army (including Raoul Cédras, Michel François, Jean-Claude Duperval, Philippe Biamby, Castera Castera, and many many others) then the paramilitary FRAPH (including Emmanuel "Toto" Constant, Louis-Jodel Chamblain, Jean Tatoune, Djo Lucie and many others). The events of the Raboteau massacre, and the crimes and abuses committed by FADH and FRAPH, are summarized in detail (continued on RL10059CS1649_02).
