Jean Dominique interroge Julian Harston, représentant spécial du Secrétaire-général des Nations Unies, en Haïti, et chef de mission de la MIPONUH, avant son départ du pays. Ils discutent de l’appui et de la formation fournis par la MIPONUH à la force de police haïtienne et, de manière générale, des rapports entre les Nations Unies et Haïti. Harston décrit la « fatigue » de la communauté internationale par rapport à Haïti. Mais il souligne aussi que plusieurs pays, comme le Canada, restent toujours engagés en faveur du développement d’Haïti. Harston nie que la mission des Nations Unies soit une « occupation ». Jean Dominique interviews Julian Harston, the Special Representative of the Secretary-General in Haiti and the head of MIPONUH, just before he leaves Haiti. They discuss MIPONUH's support and training of the Haitian police force (and setbacks, including the Carrefour-Feuilles massacre) and the UN's relationship with Haiti in general. Harston describes the international community's "fatigue" vis-à-vis Haiti, while also emphasizing that many countries, including Canada, remain committed to Haiti's development. Harston denies that UN involvement in Haiti is an "occupation," describes the necessity of a better Haitian justice system, and discusses the role of the international community in Haiti's upcoming elections.
