Jean Dominique rencontre Alfredo Lopes Cabral, ambassadeur des Nations Unies en Haïti, pour parler de la création de la Mission civile international d’appui en Haïti (MICAH), et de la transition de la MIPONUH à la MICAH. Il explique la différence entre la MICAH, une mission de consolidation de la paix, et la MIPONUH, une mission de maintien de la paix. Dominique et Cabral discutent aussi du rôle des différentes formes d’aide internationale (bilatérale et multilatérale), et pourquoi il est important de s’assurer que le financement étranger supporte un effort local. Le développement économique d’Haïti est une priorité des Nations Unies, surtout de l’ECOSOC (le Conseil économique et social des Nations Unies). Dominique et Cabral parlent aussi du rôle de la communauté internationale dans les élections qui vont se tenir en Haïti, et comment la communauté internationale doit soutenir la démocratie en Haïti. Enfin, ils parlent de l’identité haïtienne et Dominique constate que beaucoup d’haïtiens croyaient que Cabral, originaire de Guinée Bissau, était lui-même Haïtien.
Jean Dominique interviews UN ambassador to Haiti Alfredo Lopes Cabral about the creation of the Mission Civile Internationale d'Appui en Haïti, or MICAH, and the transition from MIPONUH to MICAH. He explains the difference between MICAH (a peacebuilding mission) and MIPONUH (a peacekeeping mission). Dominique and Cabral discuss the role of different forms of international aid (bilateral and multilateral aid), and the importance of ensuring that international funds support local efforts. Haiti's economic development is a priority of the UN, particularly the ECOSOC (Economic and Social Council). Dominique and Cabral also discuss the international community's role in Haiti's upcoming elections and in encouraging Haitian democracy in general. Finally, they discuss what it means to be Haitian, and Dominique observes that most Haitians would assume Cabral (who is from Guinea-Bissau) to be Haitian.
