Suite de la déposition du colonel Horacio Pantaleón Ballester. Il analyse la structure et la hiérarchie de l'armée haïtienne et conclut que la responsabilité du massacre incombe au général Cédras ainsi qu'à ses subalternes qui auraient dû refuser d'exécuter de tels ordres et les dénoncer. L'armée a violé les droits de l'homme de façon systématique et n'a pas non plus respecté le propre règlement des FAdH. Le massacre de Raboteau n'était pas un conflit armé ou une opération militaire : c'était une répression. L'armée n'a pas carte blanche pour agir comme bon lui semble. Il n'a pas l'ombre d'un doute que le massacre fut organisé par le colonel Groshomme avec la complicité d'autres officiers supérieurs, et que la responsabilité remonte jusqu'à Port-au-Prince.

Continuation of Colonel Horacio Pantaleón Ballester's testimony. He analyzes the structure and hierarchy of Haiti's military, and says that the responsibility for the massacre goes from General Cédras down to the lower levels and that subalterns should have denounced and refused to carry out such orders. The army's human rights violations were systematic, and violated the FAdH's own regulations. The Raboteau massacre was not an armed conflict or a military operation: it was repression. The army does not have carte blanche to do anything they want. He has no doubt that this was organized by Colonel Groshommes and other members of the high command, and that responsibility for the massacre goes all the way to Port-au-Prince.
