Collection consists of four regimental descriptive and orders books with names and descriptions of the 28th Maine's enlisted men and officers, as well as an order book with copies of orders issued and received by the commanders of the unit from 1862 to 1863. It records the regiment's travels from Maine through New York, Washington, and the Gulf coast region, including New Orleans and Pensacola. Inventory lists notes which soldiers died of disease or were killed in action at Donaldsonville, Louisiana. The orders book includes records of court martials, troop transfers, and rules and regulations.

The 28th Maine Infantry mustered into Union Army service on October 18, 1862, and mustered out on August 31, 1863. It was organized in Augusta, Maine, under Col. Ephriam W. Woodman. The regiment served at Fort Schuyler, New York, and then Fortress Monroe, Virginia, before traveling to New Orleans in January 1863. The 28th Maine then joined the Department of the Gulf and served in Louisiana and Pensacola. During this time troops fought in two engagements: several companies were ordered to Port Hudson, Louisiana (May 26-July 9, 1863); and other companies participated in the seige and battle of Donaldsonville, Louisiana (June 28, 1863).
Records indicated the regiment lost a total of 154 men during service, largely due to disease.
